Authorizing the City to issue Industrial Revenue Bonds (ELHC XXXI, LLC Project), Series 2016, in an aggregate maximum principal amount not to exceed $26,500,000, for the purpose of financing a warehouse and distribution facility, authorizing the city to enter into a trust with UMB Bank, N.A., as trustee, authorizing the city to enter into a base lease and least agreement with ELHC XXXI, LLC and authorizing and approving the execution of additional documents and taking other actions necessary in issuance
