Authorizing the City to issue IRB (ELHC XIV), Series 2016 in an amount not to exceed $25,000,000, for the purpose of providing funds to pay the remaining cost of warehouse and distribution facility, including land, buildings, structures, improvements, fixtures, machinery and equipment, and enter into supplemental trust, base lease agreement and lease agreement, and enter into bond purchase agreement, and authorizing other actions in connection with the bonds
