Authorizing the city to issue industrial revenue bonds (Transpec Leasing Incorporated), Series 2016, in an aggregate amount not to exceed 19,000,000 for purpose of providing funds to pay for the cost of acquisition, purchase, constructing, installing and equipping a commercial project consisting of a surface lot, enter into trust indenture with Security Bank of Kansas City, base lease agreement with Transpec, bond purchase agreement, and execution of bonds
