Stormwater and Streets Sales Tax

STORMWATER & STREETS is a special election by mail-in ballot only. Ballots will be mailed to all eligible, registered Edgerton voters on February 17 and are due to the Johnson County Election Office by noon on March 3, 2026.

STORMWATER & STREETS would be paid by anyone that buys things in Edgerton, not just residents. For every sales tax dollar collected in Edgerton, 82% is collected from businesses not in the residential community, as shown highlighted in blue below. The largest portion of our sales taxes come from LPKC, especially equipment and repair services.

Examples of purchases:

• You pay $0.09 in STORMWATER & STREETS for a $9.95 bottle of laundry soap.
• You pay $0.30 in STORMWATER & STREETS for a $30 dinner out.

If approved by voters, STORMWATER & STREETS would expire in 2036. It is expected to generate about $7 million over the next decade. All of the revenue would be dedicated to stormwater and street projects.

The City has identified stormwater projects from the Stormwater Master Plan and street projects from the annual Capital Improvement Plan (CIP) that would be eligible for this funding. These projects focus on addressing flooding in homes, street flooding, inadequate stormwater infrastructure and street reconstruction.

STORMWATER & STREETS is about investing in better drainage solutions and reliable roads that protect our community for years to come. The money cannot be used for general city operations.

The City Council approved the ballot language for the STORMWATER & STREETS question during their meeting on November 13, 2025.

In Kansas, sales tax is calculated based on a percentage of your total purchase, not a fixed amount. So when we say "1-cent sales tax", it means 1 penny per dollar or 1% of your total bill. The decimal equivalent of 1% is $0.01. See the question above "Who pays STORMWATER & STREETS?" for example purchases.

If you shop in places like Gardner, Olathe or Ottawa, you pay dedicated special taxes in those cities that go toward their projects.

If STORMWATER & STREETS is not approved by voters, then projects remain on our unfunded list until a funding source is identified. The City Council could prioritize projects for funding in the future as revenue becomes available. Priorities are based on a wide range of factors, including:

• What does the community want (as shown in the biennial Citizen Survey)?
• Is it an emergency or can it wait?
• Is there a law or regulation that requires it?
• Is grant funding available or another funding mechanism?
